Χάρτης Απόδοσης Ηλιακής Ενέργειας ανά κτίριο - “Solar Map”
Abstract

Σύμφωνα με το εγκεκριμένο το 2017 Σχέδιο Δράσης για το Κλίμα, στόχος είναι η προώθηση ηλιακών φωτοβολταϊκών (PV) σε ιδιωτικά κτίρια σε όλη την Αθήνα. Ο χάρτη απόδοσης ηλιακής ενέργειας για τις στέγες των κτηρίων της Αθήνας θα αποτελούσε χρήσιμο εργαλείο για τους πολίτες, ώστε να εξετάσουν την αποδοτικότητα που θα είχε η τοποθέτηση φωτοβολταϊκών συστημάτων στις στέγες των κτηρίων τους. Μετά από αίτημα του Δήμου Αθηναίων προς το Δίκτυο C40 (https://www.c40.org/), παραδόθηκε η μελέτη που αφορά στη δυνατότητα εγκατάστασης φωτοβολταϊκών συστημάτων στις στέγες των κτηρίων της Αθήνας. Στο πλαίσιο αυτής της μελέτης παρήχθησαν δεδομένα σχετικά με την απόδοση ηλιακής ενέργειας κάθε στέγης.. Με κλικ στο οικοδομικό τετράγωνο που σας ενδιαφέρει θα εμφανιστούν οι τιμές.

Purpose

Athens aims to promote solar photovoltaics (PV) in private buildings all over Athens. According to the approved in 2017 Climate Action Plan[1], the city’s target is to install in total 20 MWp of solar PV in rooftops of 4000 residential buildings until 2030 (assuming a 5kWp installation per rooftop). One of the projects that the city is planning to create is an incentives program for the installation of solar PV in residential households. In addition, the city also prioritizes through its Resilience strategy[2] the mitigation of energy poverty, and provide low-income households with access to energy from renewables. Therefore, the incentive programme is aimed to be designed to help low income households to finance solar PV projects on their own properties and lower their electricity bills.

 

The aim of this note is to present various business model and finance options for the city to explore and articulate an incentives programme to promote residents to deploy solar PVs. The developed incentives programme can be used to leverage other public and private funds and EU funds. The main funding instrument the city aims to use for this project is the National Strategic Reference Framework[3] for the next programming which is the “main strategic plan for growth in Greece with the contribution of significant resources originating from the European Structural and Investment Funds (ESIF) of the European Union”. Athens’ Intermediate Body supervises the EU co-financed development programs which are implemented within the boundaries of the City of Athens[4]. Unit A of the intermediate body being responsible for the programming and approval of programs for the next programming period aims to develop a program that could be used for assisting the deployment of solar PVs on low-income residential buildings.

Χορήγηση άδειας χρήσης γεωχωρικών δεδομένων Δήμου Αθηναίων

Σύμφωνα με την υπ. αριθμ. 302/2013 Απόφαση Δημοτικού Συμβουλίου:

«Τα γεωχωρικά δεδομένα να διατίθενται στο κοινό με τους ειδικότερους όρους της Ελληνικής άδειας Creative Commons Αναφορά Προέλευσης (CC BY v.3.0) όπως προσδιορίζονται λεπτομερώς στη σχετική Άδεια Χρήσης http://creativecommons.org/licenses/by/3.0/gr/».

Επίσης συμπληρωματικά να αναγράφονται στην άδεια χρήσης τα εξής: «Ο Δήμος Αθηναίων καταβάλλει κάθε προσπάθεια έτσι ώστε το περιεχόμενο των γεωχωρικών πληροφοριών να είναι κατά το δυνατόν ακριβές, αληθή και επίκαιρο. Ο Δήμος Αθηναίων ουδεμία ευθύνη φέρει (αστική ή ποινική) ή σε παντώς είδους ζημία (θετική, ειδική ή αποθετική) για τυχόν απαιτήσεις του χρήστη των παραχωρημένων πληροφοριακών δεδομένων, σε κάθε περίπτωση μη ακριβών ή μη επικαιροποιημένων.

Επιπλέον σημειώνουμε ότι οι προς διάθεση γεωχωρικές πληροφορίες, δεν υποκαθιστούν τις πάσης φύσεως διοικητικές πράξεις που οφείλει να εκδίδει ο Δήμος Αθηνάιων, π.χ. βεβαιώσεις χρήσεων γης, όρων δόμησης κλπ.».
